Evergreen Sustainable Development Standard
Beginning in 2009, the LIHTC Program adopted the Washington State Department of Commerce Evergreen Sustainable Development Standard. All applicants to the LIHTC Program, regardless of their funding sources, will be held to the Evergreen standard and to all related policies and procedures.
Detailed information regarding the Evergreen Sustainable Development Standard (ESDS), related documents, and Green Building links can be found on the Department of Commerce website at www.commerce.wa.gov/site/1027/default.aspx. The current version of ESDS is version 2.0.
All projects applying for Low Income Housing Tax Credits beginning in 2009 that do NOT contain Housing Trust Funds through the Department of Commerce must submit the following along with their Application:
- Evergreen Owner Certification - ALL PROJECTS (PDF)
- Evergreen Sustainable Development
Standard Checklist v1.2 (PDF) (Excel)

Standard Checklist v2.0 (PDF) (Excel)
ONLY Projects with LIHTC allocation years beginning 2012
In order to certify compliance with the Evergreen Sustainable Development Standard, all projects receiving an allocation of Low Income Housing Tax Credits beginning in 2009 that do NOT contain Housing Trust Funds through the Department of Commerce must submit the following documents along with their placed-in-service documentation:
- Final Owner and Architect Certification - ALL PROJECTS (PDF)
- Evergreen Project Implementation Plan V1.2 (PDF)
