  • Low-Income Housing Tax Credits  Please visit the Tax Credit home page and link to the LIHTC Introductory Guide.
      
  • Tax-exempt bond financing for for-profit multifamily housing and nonprofit housing providers serving people with low to moderate income  Please visit the Multifamily Housing Bonds and Nonprofit Housing Bonds home page. 
     
  • Tax-exempt bond financing for capital facilities and equipment that serve the mission of nonprofit organizations  Please visit the Nonprofit Facilities home page.
     
  • Land Acquisition Program (LAP) is a revolving loan program for assisting eligible organizations to purchase land suited for the eventual development of either multi- or single-family affordable housing.
     
  • Beginning Farmer Rancher Program.
     
  • Homeownership programs including Low-Interest Mortgages with rate and fee options for eligible borrowers, down payment assistance, and homebuyer education.

  • EPA Smart Growth Funding Sources   EPA provides a list of funding sources to achieve Smart Growth including: General Funding, Brownfields Funding, Open Space and Farmland Preservation, Water Quality Funding, Smart Growth Rural-Native American Communities, Transportation Funding & Private Foundations.
     
  • Federal Home Loan Bank of Seattle  Affordable Housing Program and related programs   Offers grants and low-interest loans for the construction and preservation of housing that benefits people with low- and moderate-incomes.
     
  • Impact Capital  Offers a variety of loan products to non-profits for projects that include affordable housing, but loans can also be made for community facilities or non-profit office buildings.  For-profit entities are only eligible for the Section 8 Preservation Subordinated Loan product.  Loans are primarily available for short-term, interim uses that carry projects from concept to permanent financing. 
     
  • National Park Service  Federal Historic Tax Incentives  Federal tax incentives to support the rehabilitation of historic and older buildings.  The 20% rehabilitation tax credit applies only to certified historic structures, and may include buildings built after 1936. The 10% rehabilitation tax credit applies only to non-historic, non-residential buildings built before 1936. Only one credit applies to a given project. Applications for the 20% credit are accepted through the State Historic Preservation Officer. In Washington State this is the Department of Archaeology and Historic Preservation.  Technical Preservation Service for Historic Buildings  Technical Preservation Services is the nation's leading provider of information and guidance on the care of historic buildings.  It developed the Secretary of the Interior's Standards for Rehabilitation, and offers  brochures, workshops and technical consultations.
     
  • WA Community Reinvestment Association  Loan Program  Provides permanent loans on affordable rental housing, special needs projects and economic revitalization properties for non-profit and for profit developers/Owners and Joint Ventures.
     
  • WA Department of Commerce  Housing Programs offered: The Housing Trust Fund for rehab and new construction (Spring and Fall Application Rounds); rental programs for transitional housing and tenant based rental assistance; community based emergency shelters programs; farmworker housing assistance to developers; the Office of Mobile/Manufactured Housing; weatherization grants; And distributor of state home funds from HUD
     
  • WA State Department of Archaeology & Historic Preservation  The Historic Preservation Officer for Washington State providing knowledge and expertise in historic preservation.
     
  • USDA Rural Development Washington  Rural Housing Loan & Grant Programs  Offers loan and grant programs for a number of situations including: rural rental housing; farm labor and preservation.
     
  • U.S. Dept of Housing and Urban Dev in Washington  HUD Multifamily Financing  HUD multifamily financing opportunities for the construction, substantial rehabilitation, and acquisition and refinancing of apartments and health care facilities.   • US Dept of the Treasury Community Development Financial Institutions (CDFI) Fund   The CDFI Fund was created to expand the availability of credit, investment capital, and financial services in distressed urban and rural communities.  The fund provides awards to Certified Community Development Entities (CDE) PDF document and Community Development Financial Institutions (CDFI) PDF document.  CDFI Fund Programs include: The Bank Enterprise Awards Program; Community Development Financial Institutions (CDFI) Program; New Markets Tax Credits; and Native Initiatives, includes the Native American CDFI Assistance (NACA) Program.  See CDFI Fund Awardee profiles.
     
  • Washington Families Fund - A public-private partnership to expand service-enriched housing for homeless families in Washington State.  Fund administered by Aids Housing of Washington. Funding round information is usually released in July.

Local Funders

Local Funders may offer HOME Funds, Community Development Block Grants, tax breaks or local housing levy money in the form of loans or grants to build or rehab affordable multifamily developments.   Some Please contact Michael Soper if your organization would like to be included on this list.  This is a partial listing of resources that may be useful to multifamily properties and appearance on this list is not an endorsement.

  • A Regional Coalition for Housing (ARCH)  ARCH is an organization created by Eastside cities (Beaux Arts Village - Bellevue - Bothell - Clyde Hill - Hunts Point – Issaquah - Kenmore - King County - Kirkland  - Medina - Mercer Island –Newcastle - Redmond - Sammamish - Woodinville and Yarrow Point), and King County to preserve and increase the supply of housing for low and moderate income households in East King County. The Eastside (ARCH) Housing Trust Fund uses local general funds and locally controlled, federal Community Development Block Grant (CDBG) funds to directly assist the development and preservation of affordable housing in East King County.
     
  • Auburn Planning and Community Development  City participates in the King County Consortium for Community Development Block Grants.  In addition, the city offers grants to support human services and a Housing Repair Program.
     
  • City of Bellevue City receives CDBG funding directly from HUD and participates in the King County HOME Consortium. The City of Bellevue Home Repair Assistance provides low- to moderate-income Bellevue homeowners with zero-interest home loans and grants for health- and safety-related repairs. In addition, the city also offers owners of single-family rental property no-interest, deferred payment loans to make health-and safety-related improvements.
     
  • Bellingham Office of Neighborhoods & Community Development  City receives HOME and CDBG funding directly from HUD.  Housing Programs are organized to provide a variety services under three basic programs: Housing Rehabilitation Program, Housing Development Program and HOME Assistance Programs. In addition, there is also about Fair Housing, Lead-based Paint Hazard, Multi-Family Tax Exemption Program and Waiver of Building Permit Fees for Low-/Moderate-Income Housing.
     
  • Bremerton Community Development Department  City receives HOME and CDBG funding directly from HUD.  The City of Bremerton currently offers two housing programs: Down Payment Assistance and Rehabilitation.
     
  • Clark County Department of Community Services   County receives HOME and CDBG funding directly from HUD.  Clark County's Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) programs fund projects that develop or improve affordable housing, infrastructure, and public facilities. The Housing Preservation Programs support state and federal goals of assisting low-income households with home maintenance repairs and modifications for increased energy-efficiency.
     
  • Everett Planning & Community Development  City receives CDBG funding directly form HUD.  CDBG Program - assists the community in revitalizing its housing stock and neighborhoods using federal grant funds.  Programs include the Community Housing Improvement Program (CHIP) that offers rehab loans and historic preservation.
     
  • Federal Way Community Development  The City of Federal Way receives its CDBG allocation through the King County CDBG Consortium.  The city accepts CDBG applications for projects that address the following housing needs: Affordable housing for low- and moderate-income people, seniors, special needs populations, transitional housing and emergency shelters, and preservation of existing housing stock.
     
  • Kent Housing and Human Services  City receives CDBG funding directly from HUD.  Historically, the largest percentage of Kent's share of CDBG dollars fund the City's Home Repair Program. This program offers Kent residents a variety of home repair services. Priority is given to homeowners who are low-income, senior citizens and the disabled. Funds for 2003 will continue to support the Home Repair Program and provide services through the Community Health Centers of King County, the Emergency Feeding Program, and the YWCA of Seattle-King County transitional housing for victims of domestic violence.
     
  • King County Housing & Community Development Program   County receives HOME and CDBG funding directly from HUD.  County offers a Housing Finance Program for housing providers and developers including: the Regional Affordable Housing Program (RAHP); HOME Investment Partnerships Program; Community Development Block Grant; Housing Innovations for Persons with Developmental Disabilities (HIPDD); Mental Health Housing Funds.  The county also offers the Veterans and Human Services Levy and Jumpstart Program funds and the King County Rental Rehabilitation Loan Program.
     
  • Kitsap County Department of Community Development   County receives HOME and CDBG funding directly from HUD.  Funding priorities are focused on Homelessness, Housing, Special Needs Populations , Economic Development, and Community Development. Some of the housing priority objectives include: Increasing the stock of affordable units throughout the County through preservation, rehabilitation and construction; weatherization, accessibility and planning efforts; and improving the safety and livability of neighborhoods through revitalization and/or demolition of inappropriate or dilapidated structures. Citizen Advisory Boards review the joint CDBG and HOME application.
     
  • Kennewick Corporate & Community Services  City receives CDBG funding directly from HUD and participates in the Tri-Cities Home consortium. Grant applications are accepted for Housing and Neighborhood Revitalization:  To help provide housing for very low-, low- and moderate-income persons, and construction or rehabilitation of new multi-family units or single family units, by assisting families with emergency housing assistance, housing counseling, housing payments or by assisting in the payment of local improvement district (LID) assessments.
     
  • Lakewood General Services  City receives CDBG funding directly from HUD.  City offers money for homebuyer down payment assistance; emergency minor home repairs; major home repairs; homeowner housing rehabilitation program.
     
  • Longview Community Development Department  City hosts Longview HOME Consortium with Kelso.  Encourages applications for HOME funding from the statewide pool.
     
  • City of Olympia City receives CDBG funding directly from HUD. Housing  programs funded include:  A Housing Rehabilitation Program; an Investor-Owned Rehabilitation Program; a Land Acquisition Program for non-profit organizations; Historic Preservation Tax Incentive; Property Tax Exemption Program for Multi-Family Housing in specific areas; and a Neighborhood Matching Grant Program.
     
  • Pasco Department of Community and Economic Development  City receives CDBG funding directly from HUD and participates in the Tri-Cities Home consortium.
     
  • Pierce County Housing Programs  County receives HOME and CDBG funding directly from HUD.  County housing programs include: SHB 2060 funding for Acquisition, rehabilitation, and/or new construction of housing; and Operation and maintenance costs of housing; and Rental Assistance vouchers for housing projects or units within housing projects.  Additional programs include: landlord/tenant counseling; emergency home repair; barrier removal; warm and dry; rehab/ utility repair; first-time homebuyer; and down payment assistance.
     
  • Redmond Planning & Community Development The City of Redmond encourages a variety of housing types for all economic segments of the community and addresses housing affordability by helping to fund specific projects. The city uses ARCH to manage its’ housing trust fund.
     
  • Renton Economic Development, Neighborhoods & Strategic Planning The City of Renton offers a Housing Repair Assistance Program to help City homeowners who have low/moderate incomes to maintain their homes.  Services provided include:  Maintenance of basic structure; Modifications for disabilities; Installation of smoke detectors and carbon monoxide detectors and exterior house painting.
     
  • Richland Affordable Housing Programs  City receives CDBG funding directly from HUD and participates in the Tri-Cities Home consortium.  Housing resources offered include: a rental rehabilitation program; an owner occupied housing rehabilitation program; a down payment assistance program; and an infill program providing funding for obtaining an existing home and performing rehabilitation work, or purchasing a newly constructed home.
     
  • Seattle Office of Housing  City receives HOME and CDBG funding directly from HUD and has funding from a local housing levy.  Office of Housing (OH) offers: loan and grant programs for multifamily construction and rehabilitation; a property tax exemption for multifamily housing; homebuyer assistance; Operating and Maintenance subsidies for housing levy projects; Housing Bonus Programs; and Transferable Development Rights.  Sound Families Initiative is administered through OH.
     
  • Sound Families Initiative  The goal of the Sound Families program is to make a significant impact on the lives of families in crisis in King, Pierce and Snohomish Counties helping them move toward self-sufficiency. The initiative will provide partial support for housing and housing-based supportive services for families in transition out of homelessness. Services will include on-site case management, job search and referral services and tenant education.
     
  • Snohomish County Office of Housing, Homelessness & Community Development  County receives CDBG funding directly from HUD.  City combines CDBG, Emergency Shelter Grant (ESG), HOME, and Supportive Housing Program (SHP) grants to provide approximately $6 million dollars annually in Federal HUD funds to benefit the homeless, low- and moderate-income people in the community.  The Office of Housing and Community Development also administers the Affordable Housing Trust Fund which generates approximately 1 million annually, which is used for the development of affordable housing. 
     
  • Spokane Community Development Department  City receives HOME and CDBG funding directly from HUD.  The Multifamily Housing Program offers low interest loans & grants for affordable rental housing.  Housing programs also include:   low-interest loans to repair owner-occupied homes; no cost minor home repairs for low-income homeowners; down payment assistance loans to low-income, first-time homebuyers; and emergency housing repair provided by Spokane Neighborhood Action Programs (SNAP).
     
  • Spokane County Housing & Community Development Department  County receives HOME and CDBG funding directly from HUD.  Spokane County's Community Development Block Grant (CDBG) and HOME Affordable Housing Program (AHP) fund projects and conduct activities which improve the quality of life for lower income residents of Spokane County. Projects include activities which create or improve affordable housing units, offer high priority public services, create jobs, develop and improve infrastructure and public facilities, and plan for current and future needs.
     
  • Tacoma Housing Development Section  City receives HOME and CDBG funding directly from HUD.  City offers: Home Repair Loans; Down Payment Assistance; a Neighborhood Preservation Program; Tax Incentive Programs for Multifamily Housing; and Affordable Housing Provider Loans.
     
  • Vancouver Community Services Department  City receives CDBG funding directly from HUD. Money is available for housing activities.  Housing activities can include property acquisition or rehabilitation of property for permanent housing; conversion of non-residential structures into permanent housing; and new housing construction by a community-based development organization. Housing must be occupied by low-and moderate-incomes persons.
     
  • Yakima Office of Neighborhood Dev Services City receives HOME and CDBG funding directly from HUD.  Housing programs offered include: single family rehabilitation; first time homebuyer program; emergency home repair program; senior and disabled persons home repair program; and senior weatherization and paint programs.
     
  • Public housing authorities may also have resources available.
