Public Funding Can Make a
Difference
A Report on Multifamily Preservation Activities
In November 2001,
the Washington State Housing Finance Commission completed a
preservation study on affordable housing. The focus of this study was existing
affordable housing properties financed in Washington State during the past 25
years by three major programs: the HUD project-based Section 8 program, the Low
Income Housing Tax Credit
program, and the USDA Rural Development program. The purpose of this study was
to identify when the affordability contracts of these programs will expire for
these properties, locate the properties by city and by county, and to
investigate what restrictions are present from other public funders which might
keep individual properties affordable beyond their contracts. This report
is intended to help inform and assist all public funding agencies in an effort
to target available resources to save these properties from "opting out" of
federal programs over the next ten years.
