07/25/08 2008 Tax Credit Compliance Manual - "2nd Edition" Like many editors, we sometimes find errors or omissions in our Manuals soon after they have "gone to press." We are reposting the chapters in the Tax Credit Compliance Manual because we have made a few minor corrections in Chapters 2 and 9. In chapter 2, we corrected an example so it now matches current policy information; in Chapter 9, we modified the language concerning surety bonds and added a few simple attachments at the end of the chapter. If you have bookmarked the TC Manual link or printed out the chapters, please refresh your bookmark and/or re-print the above chapters. Thanks for your understanding! (5/08)
07/25/08 Meeting of the Minds Roundtable Discussion will be held Wednesday, June 25 at the Housing Finance Commission in Seattle. Topic to be covered in this third session will be: Properties developed with financing from multiple funding agencies. 05/22/08 2008 Income and Rent Limits Posted Effective 2/13/08. Note that "household size" rent limits no longer appear on the 2008 individual county limit sheets since the properties that used them are no longer in the tax credit program.

3/14/08 2007 Tax Credit Annual Reports are due on Thursday, January 31, 2008. 2007 Tax Credit Annual Compliance Report request letters and CCPC Part A with checklist were sent out on 12/17-18/07 to property managers with a copy of the request letter sent to the owner. The latest Tax Credit Reports including the 2007 Part B spreadsheet and instructions are available on our Tax Credit Compliance Reports webpage. We also have Combined Funders links for those of you who have to complete the larger Combined Funders Annual Report. (12/07)
2007 Bond Annual Reports are due on Monday, January 7, 2008. 2007 Bond Annual Compliance Report request letters and CCPC Part A with checklist were sent out on 11/30/07 to property managers with a copy of the request letter sent to the owner. The latest Bond Reports including the reporting spreadsheet and instructions are available on our Bond Compliance Reports webpage. (11/07)

01/11/08 NEWLY REVISED! The BOND CCPC Part B report has been updated to reflect our current bond policies. The Part B instructions have also been updated to give clear guidance on how to complete this form, whether you are reporting quarterly or annually. For even more assistance, review our recently revised BOND Part B SAMPLE. (9/07)
01/11/08 NEWLY REVISED! Chapters 2, 3 and 5 of the Bond Manual have been updated! Chapters 2 and 3 now include current information related to new construction initial lease-up, proportionality requirements, inspection requirements, as well as how to treat vacant units. Chapter 5 (Transfers) includes some certifications and fee adjustments. (6/07)

12/19/07 REA Form Language Revision: The latest Rental Eligibility Application (REA) has a new sentence added in response to stakeholder request: " I understand that any changes to my household income and/or composition after the date of my signature but prior to initial occupancy must be disclosed immediately to management staff." (October 2007)
12/19/07 COLA Announced: Security and Supplemental Security Income (SSI) beneficiaries will receive a 2.3 percent Cost-of-Living Adjustment (COLA) for 2008.

The Commission is requesting comments on proposed Utility Allowance Procedures for Low Income Housing Tax Credit (LIHTC) properties. This procedure would allow an owner to collect actual utility consumption usage data for the buildings in their property; calculate averages based on actual usage; and present the information to WSHFC for review and approval. Upon approval, the calculated averages would replace other utility allowance numbers for purposes of calculating maximum monthly rent.

03/06/2007 Reminder About Hurricane Katrina Evacuees
If you chose to house Katrina evacuees in the past year, remember that you must fully qualify these households before September 30, 2006. If you are housing Katrina households after 9/30/06 who have not been fully qualified under tax credit program rules, the Commission must report this to the IRS as a non-compliance event. Information about Katrina households in your property must be included in your 2005 as well as your 2006 Annual Reports. For more information, contact your Compliance Officer or Compliance Manager Melissa Donahue.
