Green Home Improvement Fund
A program for developers performing deep energy efficiency improvements to single family homes
The Washington State Housing Finance Commission (WSHFC) has invested $1,000,000 in the Sustainable Energy Trust to provide below market rate financing for extensive energy efficiency improvements to single family homes in Washington. In addition to the environmental benefits of more efficient housing, owners of highly efficient homes enjoy significantly lower utility costs. The goal of this program is to increase the amount of efficient housing on the market so that realtors, appraisers and lenders become more familiar with the great value of highly efficient homes while Washington’s homeowners benefit from lower utility bills and an improved quality of life.
Qualifying projects must meet the following criteria:
Sustainable Energy Trust funds will be used to make loans, to purchase loans or to invest in loan/investment funds financing qualifying single family home improvement projects. Funds will be secured by a deed of trust, promissory note and/or corporate guarantee. Funds may be used once or revolve repeatedly on a short-term basis of generally not more than five years unless approved by the Commission.
Single Family Home energy efficiency improvements funded by this program must be built to recognized third party energy efficiency standards such as Built GreenTM. Independent energy audits on projects funded under this project will be completed pre- and post-construction. Alternatively, energy savings may be shown by another independent and quantifiable means subject to the Commission’s approval.
It is strongly desired, but not required, that Sustainable Energy Trust Funds should be used for improvements of single family homes purchasable by households within the Commission’s Homeownership income guidelines for that geographic area.
The developer, lender, or investment fund will coordinate with the Commission’s Homeownership Division to help identify buyers within the Commission’s Homeownership income guidelines for purchase of retrofitted homes or to identify homeowners qualifying for retrofits of owned homes.
The Commission may consider new construction projects on a case by case basis. Improvements to existing homes will be given priority.
