Joe Vincent is General Counsel for the Washington State
Department of Financial Institutions, where he has held that position as
a member of its executive team since March 2003. Mr. Vincent has
extensive legal and management experience in the field of residential
land development, construction and mortgage lending, having managed a
mortgage brokerage company, served as in-house legal counsel and also a
loan administration manager and special credits manager for Washington
Federal Savings (NASDAQ: WFSL) and, prior to that, represented a wide
variety of real estate and lender clients in private law practice in
Seattle. Mr. Vincent has been involved in financial institutions
policy-making and regulation for most of his career, both in his present
government position and also as a former executive in the banking
industry. Currently, Mr. Vincent is Chair of the State Banking Law
Developments Subcommittee of the American Bar Association’s Banking Law
Committee. He is also a former chair of the Legal/Legislative Committee
of the Seattle Mortgage Bankers Association and the Attorney’s Committee
of the Washington Financial League. In addition, Mr. Vincent was an
instructor in Real Estate Law and Commercial Law for a total of 11 years
with both the American Institute of Banking and the Institute for
Financial Education. Mr. Vincent began his legal career as an affordable
housing advocate in San Francisco before moving to Seattle in 1980. He
is an honors graduate of the University of California at Berkeley and
received his law degree from Golden Gate University School of Law. He
has been a member of the Washington State Bar since 1981.
